Abstract

The development of regional superior products has become an agenda at the central government level which will then be developed at the regional level. Regional superior products are meant because these products have several benefits that are comprehensively able to accommodate various aspects, including employment, contribution to the economy, and the regional economic base. The degree of excellence of a commodity is largely determined by indicators of excellence which include (1) geographical location, (2) availability of land, (3) area or population, (4) availability and condition of facilities and infrastructure, (5) linkages with other regions, (6) response to technology, and (7) application of technology.The application of those seven parameters can determine the development of a particular commodity (superior product). The results of this study are as follows: (1) the resources owned, especially natural resources are still the leading sector in Indragiri Hulu Regency; (2) the human resources owned are still inadequate, both in quantity and quality in managing regional resources; (3) the agriculture, plantations, and processing industry are the leading sectors and are the prima donna of regional assets; (4) various superior products still need to be developed and the need for utilization of technology through good cooperation between the central government and regional governments with the private sector and universities in order to realize new growth in Indragiri Hulu Regency.
